Kelli DeCora - President
Kelli DeCora is a lifelong Laramie resident with a deep passion for animal welfare. Since joining LAWS in 2016, she has devoted her time and energy to caring for animals most in need.
As president, she is committed to building a stronger future for LAWS, including transforming the organization’s newly purchased building into a space where long-standing dreams for expanded rescue, care, and community programs can finally become reality.

Kris Slyman - Treasurer
Kris is from Casper, Wyoming. and has lived in Laramie since 1998. She grew up with many family pets and has always been an animal lover. Kris volunteered at shelters and rescues in high school and college.
After adopting a kitten from LAWS in 2017, she became an active volunteer. Her roles include kennels, adoption and volunteer coordinating, fostering, events, treasurer and board member.

Avy Overstreet - Secretary
Avy has been a member of the Wyoming community for 8 years and loves helping all animals. As a child, Avy's family had rescued and adopted cats of their own, which sparked her love for animal advocacy. She is even a cat mom to a tuxedo cat, named LuLu.
After being connected to LAWS in 2024, she became an active volunteer. She dedicated much of her free time to helping run booths at community events, cleaning kennels, and completing the board meeting documents as Secretary to the Board. As a newly appointed board member, Avy is excited to grow in her position and find ways to help LAWS grow its advocacy for helping animals in need.

Kathryn Eastman Curry - Director
Kathryn is a dedicated student with a passion for animal welfare. Over the past five and a half years, she has dedicated herself to fostering numerous neonatal and medical kittens, running our TNR program, working on programming to provide support to community members through veterinary care, and playing a major role in establishing the LAWS dog program. Her commitment also extends beyond the rescue world as she actively engages in her school community and various clubs, and takes college credits through UW. Recently appointed as a LAWS board member, Kathryn is excited to continue advocating for the well-being of animals and for the provision of resources to those with limited access, and to share this passion with others.

Andrea Mcgrath - Director
Andrea has been involved with LAWS since she began volunteering in 2017. In her time as a volunteer, Andrea worked to grow the SEB (socialization, enrichment, and behavior) program at LAWS and helped with screening adoption applications, TNR projects, social media, and fundraising. Her passion with animals centers on understanding and socializing shy and former feral cats. She adopted a special cat named Ming from LAWS in 2019.
Andrea currently lives in Lincoln, Nebraska and volunteers with a local no-kill cat shelter. She is excited to continue supporting LAWS and seeing it continue to grow into the future!

Ellen Whittle - Director
Ellen first got involved with LAWS when she adopted a kitten in 2020, and began volunteering with cat care at the Intake Facility in early 2023. Following the IF closure, she continued as a cat foster and social media coordinator, and eventually became a board member in early 2026.
She plans to bring her project management experience to LAWS to facilitate helping as many Laramie pets and families as possible. Over 72% of Wyoming households have pets, so she believes helping pets is an important way to serve both the pets and people in her community.

Jillian Phipps - Director
Jillian is a lifelong Wyoming resident and has been part of the Laramie community since 2018. She has been an animal lover for as long as she can remember and hopes to own a sanctuary someday.
Jillian began volunteering with LAWS in 2025. She has assisted with kennel care, community events, and TNR clinics.
